There are campaign finance laws in the United States that limit the amount of money that a person can donate to a campaign. However, people develop all kinds of methods to get around the laws. They create political action committees (PAC) and donate via those committees, some CEOs encourage their workers to individually donate to a campaign, etc. America is a political action committee that Mr Musk has pledged to donate $45 million a month to. Mr Musk is not directly donating to Donald Trump's campaign, instead, he is paying people to refer other people to sign the petition. He will only pay people who refer voters in swing states (that is, states that are not fully republican or democrat). These are states that will most likely determine the result of the election.
